Monrovia: President Joseph Nyuma Boakai has nominated Mr. Alex Chersia Grant to serve as a member of the Board of Commissioners of the Public Procurement and Concessions Commission (PPCC), subject to confirmation by the Liberian Senate.

According to African Press Organization, Grant's confirmation and subsequent commissioning by the President would complete the process of his appointment to the PPCC Board. This move is expected to strengthen the Commission's leadership as it continues to improve Liberia's public procurement system.

His nomination comes amid ongoing public procurement reforms that aim to strengthen Liberia's procurement system. These reforms are focused on advancing principles of transparency, accountability, integrity, competitiveness, fairness, and value for money in the use of public resources.

Part II, Section 6 of the Public Procurement and Concessions Act of 2026 authorizes the President of Liberia to appoint a seven-member Board of Commissioners to provide overall leadership and policy direction for the PPCC. The Act specifies that the overall leadership of the Commission shall be vested in this board, which is appointed with the Senate's consent.

The Board of Commissioners is tasked with providing overall leadership, adopting policies and regulations, and appointing the Executive Director/Chief Executive Officer who manages the day-to-day administration of the PPCC Secretariat. The board is required to meet regularly, holding meetings at least once every quarter.

The PPCC Secretariat, led by Executive Director/Chief Executive Officer Bodger Scott Johnson, is responsible for implementing the Commission's policies and administering relevant regulations. It is mandated to report to the Board of Commissioners and provides technical, professional, research, analytical, and investigative services to the Commission.

Additionally, the Secretariat supports the Complaints, Appeals, and Review Panel, an independent body of the PPCC appointed by the President to address complaints from procurement transactions. Over recent years, the PPCC has undertaken reforms to modernize Liberia's public procurement landscape, including the implementation of the Electronic Government Procurement (e-GP) system to enhance efficiency and transparency.
