KAMPALA, Ugandan President Yoweri Museveni has met the Senior Advisor to the EU on Emerging Threats in the Great Lakes Region, Horn of Africa, and Western Indian Ocean, Charles Stuart, and the two have discussed a wide range of issues centered on security collaboration, investment, and support for wealth creation projects.

Sources at the State House privy to the meeting said Stuart lauded Museveni for the stability he and the Uganda People’s Defense Forces had initiated in the Great Lakes Region and Somalia.

He also thanked Museveni and Uganda for their humanitarian support and refugee policy after the country accepted to accommodate thousands of refugees who had fled their countries, especially the DR Congo and South Sudan.

Stuart, during the meeting, also informed the President that the EU wanted to open up a new chapter with Uganda and noted that the EU and African countries needed to work together as partners.

He assured Museveni that the EU seeks to achieve political dialogue and stability in the region by ensuring a strategic transitional plan and a road map for the takeover of Somalia after the end of the AMISOM mission, but urged the Somali government to be forthcoming in pursuing peace and regard the EU as partners willing to help.

African Union (AU), United Nations (UN), and the Somali government decided that on April 1, 2022, AMISOM will be replaced by the AU Transition Mission in Somalia (ATMIS). The new mission will operate until the end of 2024, after which all responsibilities are expected to be handed over to the Somali Security Forces.

Museveni said in a tweet shared on Saturday: “I am pleased to meet him in service of building a solid and mutual relationship between Uganda and the EU.”

Stuart met the President in the company of the Second Secretary of Uganda’s Embassy in Brussels in BelgiumTitus Seruga.

Stuart is the grandson of Bishop Simon Stuart and Mary Stuart, whose legacy of work in Uganda remains enduring at Makerere University.

Stuart visited Makerere University and met with the university management, led by the Deputy Vice Chancellor of Finance and Administration, Prof. Henry Alinaitwe, where he expressed his family’s desire to establish a scholarship in the name of Mary Stuart to sponsor needy students.

The EU envoy also met the chairperson of the Makerere University Endowment Fund and they agreed to the need to rally the alumni to help in the renovation of the Mary Stuart Hall named after his mother.
